Diffusion of Community-Based Waste Management Innovation: A Case Study of Banjar Tegeh Sari, Bali

Waste management in Bali has become increasingly complex due to rising household waste generation, limited landfill capacity, and weak institutional commitment to source separation. The urgency of this issue was highlighted by severe flash floods in September 2025, demonstrating that waste management is not only a sanitation concern but also an environmental risk reduction strategy. This study employs a qualitative case study approach through in-depth interviews with four key informants: I Gede Mantrayasa, Chairperson of the Br. Tegeh Sari Foundation; Ni Putu Alus Darmayantini, a household adopter; Desak Made Serinadi, a lecturer and health sector civil servant; and Gede Sugiarta, founder of Kembali Berdaya. Data validity was ensured through source triangulation, while analysis was guided by Rogers’ Diffusion of Innovations Theory (2003). Findings show that the Banjar Berdaya Sampah Tegeh Sari program reduced waste volumes by 20–30% through four waste banks, visual education, eco-enzyme, maggot composting, and reward mechanisms. The diffusion process followed knowledge, persuasion, decision, implementation, and confirmation stages. The study highlights that local leadership, participatory communication, and multi-actor collaboration are essential for sustaining community-based waste management and reducing environmental risks.
