Abstract

Ikan asar (smoke fish) processing industry is one of the growing local economic sectors in the coastal area of Dok 8, Imbi Village, Jayapura City. For the local community, particularly coastal women known as the “Mama-Mama Papua,” smoked fish holds not only economic value but also serves as a distinctive feature of the local community, representing food processing knowledge passed down through generations and forming an integral part of the social and cultural life of the coastal community. Although this business has been passed down through generations, its development still faces limitations in terms of institutional capacity, production standards, business pricing, and access to broader markets. This study aims to analyze the process of institutional strengthening within the group, particularly among the Mama-Mama Papua, through the Kampung Bright Gas CSR Program initiated by PT Pertamina Patra Niaga Integrated Terminal Jayapura to develop a smoked fish business based on local potential. The study employs a descriptive qualitative approach using a case study of the Dian Mahikay Group.  Data collection employed a descriptive qualitative approach using the case study method, involving interviews, observations, and documentation of a business group engaged in smoked fish processing. The results of this study indicate that the empowerment process occurs gradually through building trust, providing capacity-building assistance, strengthening group cooperation-particularly to identify needs and problems, and developing businesses that leverage local potential and strengthen institutional capacity to develop businesses independently. The empowerment program contributes to strengthening the groups’ capacity and institutional structure without eroding the local identities and practices that have developed within the community.
